Born in St Petersburg, the son of a Swiss father and Russian mother, Chevalier studied art and architecture in Rome, Lausanne, London and Munich. A fountain was designed by him for the grounds of Queen Victoria's Osborne House, Isle of Wight. Having then been naturalised in England, he travelled to Australia in 1855 and married Caroline Wilkie in Melbourne in 1857. Chevalier arrived in New Zealand at Dunedin in November 1865, first travelling around the South Island, and returned to Melbourne in August 1866. He returned to New Zealand in late 1868, and again in April-May 1869, this time alongside the Duke of Edibnburgh aboard the Galatea. The Duke's party with Chevalier travelled onward to Tahiti, Hawaii and Japan.
Chevalier is known to have produced lithographic prints of Lake Manapouri in 1881.
